Mark Allen, Emergency Management Director and FSST Natural Resources Director met with FEMA’s Task Force on August 2nd at Tribal Headquarters. Staff from Economic Development-Carol Robertson and Kim Brown-Land Management also met with FEMA representatives.
FEMA has been making inspections for flood damage on Tribal lands during the period of March 10th-June 30, 2010. Moody County has been declared eligible for emergency work and FEMA funding.
Emergency work has been divided disaster-related work into two broad Categories of Work, Emergency Work and Permanent Work. Moody County and the Tribe are eligible for Emergency work A. Debris Removal. This would be for clearance of trees and woody debris; certain building wreckage; damaged/destroyed building contents; sand, mud, silt, and gravel; vehicles; and other disaster-related material deposited on public and in very limited cases, private property. Category B: Emergency Protective Measures. Measures taken before, during and after a disaster to eliminate/reduce an immediate threat to life, public health, or safety, or to eliminate/reduce an immediate threat of significant damage to improved public and private property through cost-effective measures.
FEMA Task Force was here to facilitate the processing of Public Assistance Program grants; FEMA has divided disaster related into the two disaster categories.
Mark Allen drove Edwin Class, Public Assistance Project Specialist with FEMA for inspections of Tribal member residencies for flood damage. This included all the HUD housing on the FSST Reservation. Mr. Class made a list of damages to roadways, driveways, septic tanks, basements, culverts and drainage systems.
Mr. Class advised the Tribe to get estimates for the driveways, roadways and culverts and FEMA would pay for the repair work or reimburse the Tribe for the costs. FEMA encourages local bids on these projects to keep the prices down.
The Project Worksheet and scope of work for the damage assessments was done by Edwin Class, Public Assistance Project Specialist. A bid was taken for $11,088.56 for surface gravel, hauling, grading, new culvert, rip rap, culvert salvage relay-clean, Mobilization, Contract fee, Excise Tax. Bruce Allen, Allen Construction Company submitted a bid for this FEMA work on nine (9) sites on FSST Tribal land.
